‘Anti- National activities’, Govt likely to sack more employees

Srinagar, Jul 21: The Jammu and Kashmir Union Territory government is likely to sack more employees for allegedly having “terror links and involvement in anti- national activities”.

Sources said that the Intelligence agencies are gathering information of more Jammu and Kashmir government employees allegedly involved in “anti- national” activities.

After collecting the evidence of anti- national activities of such employees, the intelligence agencies will submit it to the government and accordingly the action will be taken,” the sources maintained.

The sources further said that the people who are on the radar of the agencies are working in the J&K government.

Taking a strict stand on the involvement of the government employees for keeping links with terror outfits, the J&K government has so far sacked around 52 officials for keeping in touch with terror outfits in the Union Territory in the last two years.

They were accused of playing an active role in creating and sustaining the ideological narratives for the terror networks in J&K.

The government has clearly asked the intelligence agencies to prepare a list of those employees who are sympathizers of terror outfits or spreading separatism among the students and the local people.

The intelligence agencies in J&K had prepared three categories of such government employees and teachers who are involved in spreading the ideology of the terror organisations.

Those who were under the first category have been sacked immediately after a Committee’s recommendation which was constituted under Article 311(2)(C) of the Constitution while those kept under second category are on the watch of the security agencies and the third category, the misguided government employees are to be taken for counselling to get them back in the mainstream, they added.

The government in the past had received several complaints about the employees involved in the anti- National activities.

Accordingly the records of these employees were scrutinized,” sources in the government said.

“There is a clear policy that no anti-national government employee will be tolerated. We are collecting evidence of anti-national activities of such employees from the concerned agencies. We are looking for their anti-India campaign on their social media accounts to take further action,” they revealed.

Sources said that the activities of such anti-national employees were being monitored by the Intelligence agencies.

For future appointments, the J&K government has already made the rules stricter wherein anybody joining the service will be subjected to CID verification which will unravel whether the fresh recruits have links in anti-national and anti-social activities.

This is not the first time that the J&K government decided to act against employees on grounds of involvement in anti-national activities.

After the split of the erstwhile state into two union territories (UTs) last August, the total number of the J&K UT employees is around 4, 50,000.

It is to mention here that the Jammu and Kashmir (J&K) administration had notified new rules under which employees can be dismissed from service if they or their family members are found to be “sympathetic” to people accused under the Unlawful Activities (Prevention) Act (UAPA) and Public Safety Act (PSA).

The J&K government last Monday invoked Article 311 of the Constitution of India to sack three employees stating that their activities were such which warranted their “dismissal from service”.

Those sacked included Public Relations Officer (PRO) in the University of Kashmir (KU), J&K Police Constable and one of the employees of Revenue Department.

These employees were dismissed through three separate GAD orders issued on behalf of the Lieutenant Governor of J&K, citing sub-clause (c) of the proviso to clause (2) of the Article 311 of the Constitution of India.

This sub clause provides that in the interest of the security of the state, it is not expedient to hold inquiry before the removal or dismissal of a civil servant, if the President or Governor, as the case may be, is satisfied.

Prior to these orders also, the J&K government in the past sacked a number of employees invoking Article 311 of the Constitution of India for, what it was officially stated, “the activities prejudicial to the interests of security of the state.”

The government had also terminated the services of two doctors, allegedly involved in the Shopian rape-murder controversy, under the same law.

On July 10, J&K Lt Governor Manoj Sinha ordered the termination of 11 government employees, including the two sons of Hizbul Mujahideen chief Syed Salahuddin, for their alleged involvement in anti-national activities.

Prior to that, on May 20.

One of the officials, who was charge-sheeted by the NIA for providing support to the Hizbul militant outfit, was dismissed from service.

Before that, the LG administration also terminated the services of seven government employees, including a Naib tehsildar, an assistant professor and two school teachers after a panel identified them as being involved in ‘anti-national’ activities. These employees were dismissed under Article 311 of the Constitution under which no inquiry is held and dismissed employees can only approach a high court for relief.
