Srinagar, August 18, 2026: The Jammu & Kashmir Forest Department today held a meeting under the chairmanship of Shri Irfan Rasool Wani, IFS, Chief Conservator of Forests, with a delegation of the Kashmir Timber Association (KTA) to address the ongoing issues concerning the Docket system and timber transportation.
The KTA delegation comprised Mr. Jameel Ahmad Dar, CEO & Chairman; Mr. Sameer Ahmad Kichloo, General Secretary; Mr. Mohammad Isbaat Jahangir, Chief Executive Editor & General Accountant; and Mr. Altaf Ahmad Batoo, Foundation Member.
During the meeting, the Docket authentication issue was discussed in detail. The higher authorities clarified that there is no requirement for attestation by the Forest Block Officer (B.O.) or Rangers on the Docket page. It was stated that authentication by the concerned Timber Sales Depot (TSD) is mandatory and sufficient, within the jurisdiction of the concerned district firm/TSD.
The meeting also discussed the requirement of E-Way Bills. It was clarified that for consignments valued below ₹50,000, no E-Way Bill is required and the Docket alone is sufficient, within the concerned district firm/TSD jurisdiction, subject to applicable rules and conditions.
The Kashmir Timber Association welcomed the clarification, stating that the decision will help simplify the Docket procedure, reduce unnecessary procedural delays and facilitate smoother movement of timber within the prescribed jurisdiction.
The Association expressed its gratitude to Shri Irfan Rasool Wani, IFS, Chief Conservator of Forests, and the concerned higher authorities for addressing the genuine concerns of the timber trade and providing clarity on the Docket and E-Way Bill requirements.
