LG Admin cracks whip, orders Deptts to ensure timely completion of projects

Srinagar, Apr 22: The Jammu and Kashmir administration has directed departmental heads to coordinate with central ministries to secure prompt funding for Centrally Sponsored Schemes and ensure the timely completion of all projects.
Government data shows a significant 500 percent surge in the implementation of development projects over the last four years.

Departments have been instructed to collaborate with the respective ministries in the Government of India to ensure the effective utilization of funds allocated for Centrally Sponsored Schemes.
According to the document, the administrative departments have been directed to shift from department-oriented budgeting to scheme-based budgeting.
“Administrative departments are also transitioning from department-focused budgeting to scheme-based budgeting, with an emphasis on result-oriented budget monitoring. To enhance transparency, departments must regularly update the progress of works on the BEAMS portal, ensuring month-wise details of completed projects are readily available,” it reads.
To prevent last-minute expenditure rushes, departments are required to conduct monthly review meetings, promoting uniform utilization of the Capital Expenditure Budget throughout the fiscal year.
“To ensure the uniform utilization of Capex Budget over the entire financial year and to avoid the rush of expenditure in the last quarter particularly in March, all administrative departments shall hold monthly review meetings in their respective departments,” reads the document.

An official said the J & K government has embarked on a mission to reach out to unconnected habitations with road connectivity and strengthen and expand the intra-UT road network, especially in rural and remote areas.
