PM Modi issues stern warning against terrorism, says wherever the enemy may be, it will be eliminated

Kanpur/Lucknow, May 30: Prime Minister Narendra Modi, on Friday, once again launched a strong attack on terrorism and Pakistan. He asserted unequivocally that wherever the enemy may be, it will be eliminated (‘Dushman kahin bhi ho haunk diya jaega’).

The Prime Minister laid the foundation stone, inaugurated 15 development projects worth around Rs 47,600 crore in Kanpur. During this, he outlined India’s three clear principles in its fight against terrorism. He said, “First, India will deliver a decisive response to every terrorist attack. The timing, method, and conditions of this response will be determined solely by the Indian armed forces.”

He added that as per the second principle, India will no longer be intimidated by nuclear threats, nor will it make decisions based on such warnings. Third, India will view both the masterminds of terrorism and the governments that shelter them in the same light. The distinction between Pakistan’s state and non-state actors will no longer be accepted.

The PM flagged off the metro train from Chunniganj Metro Station. Children from underprivileged sections took a ride on the train. During the event, the Prime Minister also distributed cheques to beneficiaries of various government schemes.

PM Modi said that his Kanpur visit was earlier planned for April 24, but he had to cancel it due to the terrorist attack in Pahalgam. He paid tribute to Shubham Dwivedi, a son of Kanpur, who fell victim to this barbaric act. The Prime Minister said, “We can feel the pain and anger of his family.” This collective fury, he stated, was witnessed worldwide as Operation Sindoor unfolded. He underscored the success of Operation Sindoor, where terrorist hideouts in Pakistan were destroyed, and the Pakistani military was forced to plead for an end to the conflict.

He saluted the valor of the armed forces, stating that he pays homage to their courage from the land of the independence struggle. He firmly reiterated that the enemy, who begged for mercy during Operation Sindoor, must not be under any illusion, as Operation Sindoor is not yet over.

PM Modi said the operation also showed the strength of India’s homemade weapons and Make in India initiative. The BrahMos missile hit enemy targets deep inside and created massive destruction within enemy territory. He said this power comes from the vision of an Atmanirbhar Bharat (self-reliant India). Earlier, India depended on other countries for defence needs, but now the country is becoming self-sufficient.

The PM said it is a proud moment for Uttar Pradesh as the state is playing a major role in making India self-reliant in the defence sector. He highlighted how old ordnance factories in Kanpur have been transformed into modern defence companies. “Today, UP is home to one of the largest defence corridors in the country. The Kanpur node is emerging as a major hub of self-reliant India in the defence sector,” he said.

He mentioned that earlier, traditional industries were moving out of the region, but now, big defence companies are setting up their base here. Nearby in Amethi, the production of AK-20 rifles has already begun. He emphasized that the BrahMos missile, which played a crucial role in Operation Sindoor, now has a new home in Uttar Pradesh, signifying the state’s rising prominence in defence production.

In the coming years, Kanpur and UP will be at the forefront of making India a major exporter of defence equipment. New factories will be set up, large-scale investments will pour in, and thousands of youth will get better employment opportunities. He remarked that in the future, Kanpur and Uttar Pradesh will lead India’s journey to becoming a major defense exporter. He further stated that new factories will be established, significant investments will flow in, and thousands of local youth will gain excellent employment opportunities.

Emphasizing that taking Uttar Pradesh and Kanpur to new heights of development is the top priority of the Union and State governments, PM Modi stated that this progress would be achieved by promoting industries and restoring Kanpur’s historic glory. He criticised previous governments for ignoring the needs of modern industries, which led to businesses leaving Kanpur. “Family-run governments sat with their eyes closed while industries kept shifting away, causing not just Kanpur but all of UP to fall behind,” he remarked.

PM Modi said that the two key requirements for industrial progress are self-reliance in the energy sector and strong infrastructure and connectivity. “Today, several power plants have been inaugurated in UP, which will help meet the state’s growing electricity needs. This will also give a boost to local industries,” he said.

He also highlighted the inauguration and foundation stone-laying of development projects worth over Rs 47,000 crore. He mentioned that senior citizens were given Ayushman Vay Vandana cards for free treatment, and financial support was provided to beneficiaries of other government schemes. “These projects and initiatives show our commitment to the growth and development of Kanpur and the entire state of Uttar Pradesh,” he added.

Prime Minister Narendra Modi said that both the central and state governments are working together to build a modern and developed Uttar Pradesh. He noted that the kind of infrastructure and facilities once seen only in big metro cities can now be found in Kanpur as well.
“Just a few years ago, our government gifted Kanpur its first metro. Today, the Orange Line has reached Kanpur Central,” PM Modi said. He noted that the metro network, which started as elevated, has now expanded to underground, seamlessly connecting key areas of the city. “The expansion of Kanpur Metro is not an ordinary project but a testament to how determined leadership, strong willpower, and a government with honest intent can drive the nation’s development,” he added.

PM Modi said that Kanpur and Uttar Pradesh are setting new milestones in development. He highlighted how the metro service is going to benefit the people of Kanpur in a big way. Calling Kanpur a major trade hub, the PM noted that the metro has made it much easier for both shopkeepers and customers to reach key locations like Naveen Market and Bada Chauraha. He also pointed out how commuters, students from IIT Kanpur, and everyday travelers will save a lot of time in reaching the central railway station.

“A city’s speed determines its progress and these enhanced connectivity and transport facilities are shaping a new, modern image of Uttar Pradesh’s development,” he added.

The PM further said that Uttar Pradesh has transformed from a state once known for broken roads and potholes to one now recognized for its vast expressway network. “The UP where people avoided going out after dark is now a place where highways remain active 24/7,” he said. He noted that the people of Kanpur understand this transformation better than anyone.

He announced that soon, the Kanpur-Lucknow Expressway will reduce travel time to Lucknow to just 40–45 minutes. Additionally, direct connectivity will be established between Lucknow and the Purvanchal Expressway, while the Kanpur-Lucknow Expressway will be linked to the Ganga Expressway—cutting down travel distance and time in both directions.

He acknowledged that Kanpur residents have long faced challenges due to the single-line railway track in the Farrukhabad-Anwarganj section. He noted that commuters have struggled with 18 railway crossings, facing frequent closures that disrupted travel.

The PM further announced that ₹1,000 crore will be invested in constructing an elevated rail corridor in the region, significantly improving traffic flow, increasing speed, and reducing pollution. Most importantly, he emphasized that this initiative will save precious time for the people of Kanpur.

PM Modi underlined the ongoing transformation of Kanpur Central Railway Station, stating that it is being upgraded to a world-class facility. He remarked that soon, the station will resemble an airport in terms of modern amenities and infrastructure. He also noted that the government is developing over 150 railway stations in Uttar Pradesh under the Amrit Bharat Railway Station initiative, further enhancing connectivity and passenger experience.

Emphasizing that Uttar Pradesh has already become the state with the highest number of international airports in India, PM Modi remarked that with advancements in highways, railways, and airways, the state is progressing rapidly in all sectors.

PM Modi stated that Uttar Pradesh is being transformed into a hub of industrial opportunities. This year’s budget introduced Mission Manufacturing under Make in India, aimed at promoting production in local industries. Cities like Kanpur are set to gain significant advantages from this initiative. “The greatest contributor to Kanpur’s industrial strength has been the MSMEs here. Today, we are fulfilling the aspirations of small industries.”

Highlighting the transformation in the MSME sector, noting that earlier, small businesses were defined in a way that discouraged expansion, the Prime Minister stated that the government has revised these definitions, increasing turnover and scaling limits to promote growth. He announced that the latest budget has further expanded the scope of MSMEs, granting them additional exemptions. The Prime Minister acknowledged that credit availability was a major challenge for MSMEs in the past. However, he highlighted that over the last ten years, the government has taken multiple decisive steps to resolve this issue. He noted that young entrepreneurs looking to start their businesses now receive immediate financial support through the Mudra Yojana. Additionally, small and medium enterprises are being financially strengthened through the Credit Guarantee Scheme.

Stating that MSME loan guarantees have been increased to ₹20 crore in this year’s budget, the Prime Minister said furthermore, MSMEs are being provided with credit cards with limits of up to ₹5 lakh to support their growth. He emphasized that the government is actively creating a business-friendly environment for MSMEs and new industries by simplifying processes and regulations.

The Prime Minister also highlighted that Kanpur’s traditional leather and hosiery industries are being empowered through initiatives like One District, One Product. He remarked that these efforts will not only benefit Kanpur but also contribute to the overall industrial development of districts across Uttar Pradesh.

He said that today, Uttar Pradesh offers an unprecedentedly secure investment environment. Welfare schemes for the poor are being effectively implemented, and the government supports the middle class in realizing their dreams. He announced that this year’s budget has made income up to ₹12 lakh entirely tax-free, bringing renewed confidence and financial strength to millions of middle-class families. The Prime Minister concluded by reiterating that the government will continue progressing rapidly with its commitment to service and development, leaving no stone unturned in taking the nation—and Uttar Pradesh—to new heights.

Earlier, Prime Minister Narendra Modi met with the family of Shubham Dwivedi from Kanpur, who was killed in the terror attack at Chakeri Airport, Pahalgam. The Prime Minister inquired about the incident from Shubham’s wife and offered his condolences. He assured the family that India’s fight against terrorism remains relentless and that no perpetrator will go unpunished.
