Skill Revolution: PM  Vishwakarma Yojana Empowers J&K Artisans

Srinagar, July 19: The Prime Minister’s Vishwakarma Yojana, an initiative designed to empower and enhance the skills of the craftsmen community, has been making a significant impact in Jammu and Kashmir.
Launched in September 2023, this scheme aims to formally recognize artisans and craftspeople through the issuance of Vishwakarma certificates and ID cards, which validate their skills and open up new opportunities.

One success story from the program is that of Rafiya Jan, a resident of Downtown Srinagar. Rafiya participated in tailoring training provided by the scheme. Sharing her she said “Throughout the training, I received a stipend, and afterward, I was provided with a modern toolkit for free. Currently, I am earning well through tailoring work at home. Our future plan is to purchase a shop and continue our work there.”
Beneficiaries of the Vishwakarma Yojana receive a stipend of Rs 500 per day during their training period. In addition, they are awarded a Vishwakarma certificate and ID card upon completion. These documents serve as formal recognition of their skill sets, which is beneficial when pursuing employment opportunities.
The scheme not only provides formal recognition but also paves the way for market access and new opportunities for artisans and craftspeople. Since its launch, thousands of people in Jammu and Kashmir have applied to benefit from the scheme. The Union Territory’s proactive implementation of the PMVY is seen as a beacon of hope for its artisanal community.
Officials emphasize that the scheme offers comprehensive support and fosters an environment conducive to skill development and entrepreneurship. “By providing comprehensive support and fostering an environment conducive to skill development and entrepreneurship, the scheme paves the way for a brighter future for J&K’s talented artisans,” a senior official said.
The government has established various centers where youth receive training. Basic training spans five to seven days, while advanced training, which delves deeper into specific crafts, lasts for 15 days or more. This structured approach ensures continuous learning and skill development, enabling artisans to stay competitive and relevant in the market.
In Jammu and Kashmir, the government has framed committees to ensure the effective implementation of the scheme. The UT level monitoring committee is headed by the Administrative Secretary of the Industries and Commerce Department and includes 13 members from various departments. This committee has been directed to ensure the active participation of stakeholder departments and agencies in facilitating the scheme’s implementation.
The Vishwakarma Yojana covers artisans and craftspeople engaged in 18 trades, including carpentry, boat making, blacksmithing, locksmithing, goldsmithing, pottery, sculpting, cobbling, masonry, basket making, toy making, barbering, garland making, laundering, tailoring, and fishing net making.
