Transfer tensions flare up between Rural, Eco Stats Depts

Srinagar May 22: A tussle has emerged between the Director of Rural Development Department Kashmir and the Director General of Economics and Statistics over the non-transfer of officials who have overstayed their tenure in the latter’s department.
The Director Rural Development Department Kashmir (RDDK) has expressed resentment with the Director General (DG) Economics and Statistics for not transferring the overstaying officials and paying heed to his repeated reminders on the subject.

In a recent strongly worded letter where he shared details of 75 over staying employees, the Director RDDK claimed he has made dozens of calls and also messaged the Director General Economics and Statistics to shift the officials having a mature stay, but no response was received from his end.
The Director RDDK says that he has also sent several communications last year but there was no response.
“It would have been appropriate if the facts had been verified by your subordinate staff. I am sorry to say that you have been sitting on the files and telling us how come these officials are overstaying in your department. In order to make it more clear and transparent, I want to refresh your memory. Last year we were expecting that officials of the planning department with a mature stay who are in deputation with RDDK will be transferred but nothing like that happened,” the letter reads.
The letter says on April 17, 2023, they requested for the shifting of 104 officials who had mature stay in the department.
“It was processed by our department through e office CC no 7178102 on the same day and was sent by your department on April 29, 2023 and to you on June 01, 2023. You could find time to process the file after a gap of one month and 20 days and on June 20, 2023 you wrote a note that Director RDDK has proposed transfer of 104 officials (SO/JSA/Jr Asst) posted in various blocks of Kashmir division. Some of the officials have already been transferred in the month of April 2023 as per the transfer policy notified by the GAD. It was not possible to transfer all 104 officials in one go that too in the mid of session,” the letter reads.
