SRINAGAR, NOV 14: The Director General of Police (DGP) of J&K, R.R. Swain, currently on a tour of districts outside Srinagar, visited Anantnag and conducted a meeting with officers from the Army, CRPF, BSF, various security agencies, and personnel from the Jammu and Kashmir Police.
The primary focus of the meeting was to discuss how to leverage the strengths and domain expertise of each other to enhance the protection and security of common villagers and citizens. Different forces and agencies provided their assessments of the strength, tactics, and weaknesses of Pakistan-sponsored terrorist-separatist networks.
The officers unanimously agreed on the urgent need to connect with the common man, building trust with security force officers, and encouraging the voluntary sharing of information. It was also decided that security forces would work to enhance their capacity to operate with minimal collateral damage and inconvenience to the larger public.
The meeting emphasized that every recruit to terrorist ranks, whether as an active terrorist, overground worker (OGW), or a hybrid sleeper cell terrorist, should be taken into legal and operational cognizance. Investigations would delve into who motivated the individual to join the terrorist gang, who provided arms and ammunition, which school or madrassa they were attending, their friends and teachers, and who helped them contact handlers across the border.
Several officers highlighted that terrorist handlers and their proxies are committing serious human rights violations by recruiting juveniles and sub-adults. The meeting also discussed that those who have not committed acts of violence or terror, showing signs of falling prey to conflict entrepreneurs, would be treated differently through specially designed programs to minimize their vulnerability to exploitation by terror groups. The meeting was attended by ADGP Law & Order (J&K) Vijay Kumar, IGP Kashmir V. K Bridi, IG KOS CRPF G.K Verma, Commander 1st Sector RR PR Chauhan, DIG SKR Rayees Mohammed Bhat, DIG CRPF OPS Anantnag K.S Deswal, SSP Anantnag Dr. G.V. Sundeep Chakravarthy, SP Awantipora Aijaz Ahmad Zargar, and other police, CAPFs, and Army officers.
