J&K Gears Up for Elections: ECI Calls for Updated Voter Lists

Srinagar, Jul 25: Amidst the preparations for the upcoming assembly polls, the Election Commission of India (ECI) has issued a letter to the Chief Electoral Officer (CEO) J&K, ordering the second Special Summary Revision (SSR) of photo electoral rolls in all the Parliamentary and Assembly constituencies across Jammu and Kashmir with July 1, 2024, as the qualifying date.
Similar letters have been forwarded to the CEOs of Maharashtra, Haryana and Jharkhand as well.

A letter vide number 23/2024-ERS (Vol.II) from Secretary Pawan Diwan to CEOs reads:
“I am directed to state that the Commission vide its letter 29.05.2023 instructed to conduct the Special Summary Revision of Electoral Rolls with reference to 1st January, 2024 as the qualifying date. Advance applications for enrollment were also invited from applicants becoming eligible w.r.t. subsequent qualifying dates of the year – 2024 i.e. 1st April, 1st July and 1st October.”
“Further, it is to state that the election to the Legislative Assembly in your State is due to be held this year and Section 21(2) of the Representation of the People Act, 1950 provides that the electoral roll shall be revised with reference to the qualifying date, before each general election to the Legislative Assembly of a State. Accordingly, to maximize the registration of all eligible citizens, who are attaining the age of 18 years on or before 1stJuly, 2024 and with the purpose of improving health of the electoral roll, the Commission has decided to carry out 2nd Special Summary Revision of Photo Electoral Rolls w.r.t. 01.07.2024 as the qualifying date in your state.”
“There are two stages of conducting revision exercise of electoral roll, namely, pre-revision activities and revision activity. For the purpose of achieving good quality electoral rolls, pre-revision activities are given equal weightage as that of revision activity.”
The Commission has instructed to carry-out pre-revision activities and Special Summary Revision of Photo Electoral Rolls w.r.t.01.07.2024, it reads.
The timeline for publication of the integrated draft electoral roll is July 25, 2024, while the timeline period for filing claims and objections is July 25, 2024 to August 9, 2024, reads a notice issued in this regard.
The special campaign dates are Saturdays and Sundays falling within claims and objection period, it reads, adding that “the Draft Photo Electoral Rolls 2024 will be available at District Headquarters, Tehsil offices of Srinagar and Jammu, Municipal Corporations/Booth Level Offices at polling station level, and on the website of the CEO, J&K (ceojk.nic.in) for information of all concerned,”.
All individuals, who are 18 years of age or above on July 1, 2024, can get their names enrolled in the electoral rolls by filing form number 6 used for registration of new electors. Further, Form 7 could be used for objections to proposed inclusion or deletion of name in the existing electoral roll, Form 8 for multiple purposes like correction of any particulars in the roll, shifting of residence (within or outside constituency), replacement of EPIC and marking of person with disability and Form 6 B could be used for capturing Aadhaar number of the existing electors. The Draft Electoral Roll could be downloaded at www.ceo.jk.gov.in and www.ceojk.nic.in.
Further, the notice reads that the claims and objections could be filled in both online as well as offline mode. “For online filing of claims and objections, one can log on to Voter’s Service Portal (www.voters.eci.gov.in) or download voter helpline app (VHA), and for offline mode, the concerned BLO, AERO or ERO could be contacted,” it adds.
The document also reads that all stakeholders are requested to participate in the revision exercise to ensure that maximum eligible voters are enrolled in the electoral rolls.
“Assistant Electoral Registration Officer (Migrant) in Delhi, Jammu, and Udhampur shall receive the claims and objections from the Kashmiri migrants living within their jurisdiction as per the mentioned schedule,” reads the notice.
