In a bold and strategically sound move, the Government of India, under the leadership of Prime Minister Narendra Modi, has included senior Congress leader and Member of Parliament Dr. Shashi Tharoor in its global outreach initiative for Operation Sindoor. This operation, launched in response to the barbaric Pahalgam terror attack in April 2025, aims to strike at the heart of terror infrastructure across Pakistan and Pakistan-occupied Kashmir and build global consensus on India’s right to retaliate in self-defense.
While some sections of the Congress Party have expressed dissatisfaction over Tharoor’s inclusion — citing procedural or political objections — the decision by the Modi Government deserves to be viewed through a wider lens of national interest and statesmanship. The inclusion of Dr. Tharoor, despite his being a senior opposition leader, sends a strong and commendable message: on matters of national security, India speaks with one voice.
Operation Sindoor: India’s Determined Stand Against Terrorism
On April 22, 2025, terrorists attacked on tourists at Pahalgam in Jammu and Kashmir, killing 26 tourists in a cowardly attack. This brutal incident crossed a red line. India responded with Operation Sindoor, a calibrated and high-impact military retaliation aimed at dismantling terror camps that have long operated with impunity on Pakistani soil.
Recognizing the importance of global perception and international diplomacy in this era of interconnected geopolitics, the Ministry of External Affairs constituted seven parliamentary delegations for diplomatic outreach. These delegations, made up of 59 Members of Parliament from different parties, were tasked with briefing world leaders and international organizations about the operation’s rationale and the intolerable threat of cross-border terrorism.
In this high-stakes global campaign, one name stood out — Shashi Tharoor, MP from Thiruvananthapuram and a globally respected voice in international affairs.
Tharoor’s Inclusion: A Strategic and Nationalistic Choice
Dr. Shashi Tharoor brings to the table unmatched diplomatic credentials. A former Under-Secretary-General at the United Nations, a celebrated author and orator, and a widely respected parliamentarian, Tharoor commands credibility in global capitals.
His inclusion by the Modi Government is not a compromise, but a statesmanlike affirmation of India’s long-standing democratic principle — that when national security is at stake, partisanship must take a back seat.
The choice reflects the maturity of Indian democracy, where the government is willing to look beyond political divides and bring in voices that can represent India with authority, elegance, and persuasive clarity.
Why Tharoor? A Global Communicator India Needs
Tharoor is uniquely positioned to explain India’s security concerns to the world. Fluent in the language of international diplomacy, well-versed in the intricacies of global governance, and experienced in engaging with the West, Tharoor can help bridge the perception gap that often complicates India’s strategic moves abroad.
Tharoor has built strong relationships with international leaders, think tanks, academic institutions, and media. When he speaks in global forums — whether it is New York, Geneva, or Brussels — he commands attention. In his public remarks, Tharoor has already expressed appreciation for the symbolic naming of Operation Sindoor, calling it “brilliant” and emotionally resonant. Because Tharoor is from the Congress Party, his support for Operation Sindoor sends a powerful message to international observers: India is united. Despite the clear advantages of Tharoor’s inclusion, parts of the Congress Party expressed unhappiness. Their grievance stems from the fact that the Government did not select from a list of names officially proposed by the party. However, such procedural concerns, while legitimate in a parliamentary context, pale in comparison to the larger objective of national interest.
Critics have accused Tharoor of aligning too closely with the government, but such accusations reflect a narrow and outdated understanding of politics. Tharoor has always maintained a clear distinction between constructive cooperation on national issues and ideological opposition on policy and governance.
His willingness to support India’s national interest, even when it overlaps with the ruling party’s approach, should be seen as an act of maturity — not betrayal.
In mature democracies like the United States or the United Kingdom, it is not uncommon for governments to include opposition leaders in matters of foreign policy and national security. India, as the world’s largest democracy, must embrace this tradition more fully.
The Modi Government’s outreach to Tharoor sets a positive precedent. It shows that diplomacy and national defense are not the monopoly of one party or another, but the shared responsibility of the nation’s entire political class.
It also reflects well on Prime Minister Modi’s political acumen. He understands that global diplomacy requires credible, sophisticated messengers — and Tharoor’s eloquence and global stature only strengthen India’s case.
To his credit, Tharoor has responded with grace and gravitas. He has not used this moment for political mileage, but rather as an opportunity to serve the nation.
He clarified that his remarks regarding intelligence limitations were meant to highlight the global reality — that even the best intelligence agencies occasionally falter. By placing India’s challenges within this broader global context, he made a compelling case for reform and resilience without resorting to blame games.
His role in the diplomatic delegations — from articulating India’s case at embassies to briefing global think tanks — will likely prove to be one of the most impactful contributions to India’s public diplomacy in recent years.
The inclusion of Shashi Tharoor in the government’s international delegation for Operation Sindoor is not just a tactical move — it is a strategic masterstroke that reflects the maturity, strength, and confidence of the Indian state.
It reinforces the idea that when national security is under threat, Indians, regardless of political affiliation, must come together as one. It also shows that India’s outreach to the world is not monolithic or partisan, but inclusive and multifaceted.
The Modi Government deserves credit for thinking beyond narrow political lines. And Dr. Shashi Tharoor deserves recognition for rising above intra-party friction to act as an Indian first, and a Congressman second.
If India is to continue rising as a global power, such examples of statesmanship, diplomacy, and unity must become the norm — not the exception.
