Govt to expedite recruitment process, directs depts to identify vacancies

SRINAGAR, AUG 31: The Jammu and Kashmir Union Territory government is all set to expedite the process of recruiting various posts piling up in departments. The Lieutenant Governor, Manoj Sinha has already said that various vacancies would be filled in government departments in due time.

An official of the government said that recruitment agencies have been directed to expedite the recruitment process. He said the majority of the posts identified for recruitment this year were non-Gazetted cadre and Class-IV.

“A detailed exercise was carried out by various government departments to identify vacancies in different cadres including Gazetted, non-Gazetted and Class-IV and the exercise is still on in some departments,” the official said, adding that the government had asked all departments to identify vacancies and submit them to the General Administration Department.

The government recently issued an order directing all the departments to undertake exercise for the current year immediately to meet the timelines and guidelines/regulations so that all vacancies arising in the departments are referred.

The Central government in the Parliament has already said that the  Government of Jammu and Kashmir has carried out several governance reforms, including in the area of recruitment in Government.

“After the abrogation of Article 370, a large-scale recruitment drive has been carried out and the Government of Jammu and Kashmir has filled 29,295 vacancies,” it said.

Sources said that the high-level panel already constituted to fast-track the recruitment process has also been asked by Lieutenant Governor Manoj Sinha to speed up the work. The panel was tasked to identify the vacancies with priority to Class-IV jobs, to finalise the procedures to be adopted, and to obtain necessary sanctions.

They said the government has asked the panel to meet regularly and submit the recommendations to recruiting agencies.

The constitution of the panel was a major step in the administration’s endeavour to restore employment in the UT.

The panel was asked to finalise the procedure to be followed for recruitment so that the principles of transparency and inclusiveness are maintained and the process of recruitment is concluded speedily.

The committee was also asked to ensure that necessary sanctions/approvals are obtained, and rules notified (wherever required) for enabling the Services Selection Board to commence the process of recruitment immediately and removing hitches in the recruitment process, if any.

The government had ordered the Committee to meet frequently, if necessary on a daily basis, and interact with Administrative Secretaries to ensure that the indents for recruitments are forwarded to the Service, an official order in this regard had said.

“The Chairman-Nodal Officer shall be responsible for the tasks assigned to the Committee and he shall be assisted by other officers of the Committee,” it had said. It was informed that the panel will continue to monitor the process till the recruitment process is completed.

In order to restore employment, the government had also set up a task force that was directed to formulate a time-bound plan for recruitment to government jobs at different levels, to resume the delayed and halted recruitments.
