Deptts directed to conduct internal audit of employees
SRINAGAR, NOV 29: The Jammu and Kashmir government has decided to review the performance of bureaucrats and instructed departments to conduct internal audits in compliance with Article 226 of the J&K Civil Service Regulations.
This comes following the directives from the Department of Personnel and Training to monitor and review the performance of IAS officers posted in Jammu and Kashmir.
“Monthly progress reports, evaluation based on target completion, scheme outcomes, and project benefits will be part of the assessment. The government is addressing the impact on developmental projects due to underutilized funds and urges timely submission of project-related certificates. Those who fail to show desired results, the government has decided to take strict action against them,” a senior official said.
Similarly, the government has been identifying employees who are ineffective in work or not fit to continue after completion of 22 years of service or have attained 48 years of age.
The government has instructed all departments to conduct internal reviews or audits, emphasizing compliance with Article 226 of the J&K Civil Services Regulations.
“A register of employees due for review is to be maintained, and committees at various levels have been formed to implement Article 226. The review committee evaluates factors such as doubt regarding integrity, work ineffectiveness, competence, and utility,” the official added.
An official in the General Administration Department (GAD) said the review committee must determine if a government servant’s integrity is questionable or if they are ineffective in their work.
This includes their fitness for the current role and their utility in their employment purpose.
“A decline in performance since the last promotion can also lead to retirement under Article 226. The review considers the entire service record, not just the ACR/APAR dossier. The personal file, work, and performance, including un-communicated remarks in ACRs/APARs, are crucial factors in the decision-making process,” the official added.
