MLA Pampore Hasnain Masoodi Tables Bill for Reservation in Private Sector Industries

Pampore, March 24: MLA Pampore, Retired Justice Hasnain Masoodi, has tabled a significant Bill in the Assembly seeking reservation in employment for local youth in private sector industries.

The proposed legislation, titled “Red Category Industries (Reservation in Employment) Bill, 2026,” is expected to be taken up during the second phase of the ongoing Assembly session commencing from April 27, 2026.

The Central Pollution Control Board (CPCB) classifies certain industries as “Red Category” due to their hazardous emissions, effluents, and high pollution levels. These industries have a significant adverse impact on the environment and traditional sources of livelihood such as agriculture, horticulture, dairy, and sheep farming. Despite this, many such industries employ workers from outside the region, often overlooking the unemployed local youth in affected areas.

The Bill aims to address this imbalance by proposing reservation in employment for local youth at all levels, including unskilled, skilled, managerial, and administrative positions in these industries. As the cement industry falls under the Red Category, the legislation is expected to provide substantial relief to residents of Khrew, Wuyan, and adjoining areas, which have been severely impacted by industrial pollution.

In addition to the Bill, Masoodi has also introduced two key resolutions in the Assembly:

1. Regularisation of Land for Educational Institutions:

This resolution calls for the regularisation of State, Shamilat, and Kahcharie land under public and private educational institutions. Several institutions currently face the risk of losing recognition from boards such as BOSE due to unresolved land title issues, putting the academic future of thousands of students in jeopardy.

2. Revival of HDF Mechanism in Healthcare:

The second resolution advocates for the revival of the Hospital Development Fund (HDF) mechanism to supplement existing paramedical staff and address the growing manpower shortage in the healthcare sector.

Justice Hasnain Masoodi emphasized that these initiatives are aimed at protecting local livelihoods, strengthening educational institutions, and improving healthcare services across the region.
