Beneficiaries have been identified back in 2018 through due surveys The Housing Board which is implementing agency of the scheme has engaged city and district level experts for its implementation. Bills are prepared by the City Level Technical Cell (CLTC) engaged by the Housing Board. These are verified by a designated field verification committee and then forwarded higher authorities. The bils presently submitted are still under scrutiny, and no payment is released without proper verification. Under the scheme, residential units are constructed by the beneficiaries themselves. Payments are released in stages only after physical verification by field staff and third-party verification agencies. All payments are made by Jammu and Kashmir Housing board directly into the bank accounts of beneficiaries through Direct Benefit Transfer (DBT), ensuring complete transparency. Only those fulfilling eligibility c1iteria are provided benefits. No beneficiary has been curtailed arbitrarily, and there is absolutely no partiality or discrimination on the basis of political affiliation or any other factor.
